I have Debian 12 with XFCE, and when I add a new user and create home directory for it, a A folder named 模板 will be created (it's a Chinese word for template).
This folder is not in /etc/xdg/user-dirs.defaults:
DESKTOP=Desktop
DOWNLOAD=Downloads
TEMPLATES=Templates
PUBLICSHARE=Public
DOCUMENTS=Documents
MUSIC=Music
PICTURES=Pictures
VIDEOS=Videos
# Another alternative is:
#MUSIC=Documents/Music
#PICTURES=Documents/Pictures
#VIDEOS=Documents/Videos
Is there any solution for this problem?

A file with the relevant contents in post #1 can be written, as root, to /etc/xdg/user-dirs.defaults as a configuration for new users.
The commented text in the current /etc/xdg/user-dirs.defaults is:
which is followed by a listing such the one in post #1. If you want that listing, write the file. You can reboot to ensure it gets read, but that may not be necessary.

Of course it is. It's the third line. Notice also the fourth, Public, which you also didn't request and probably have no intention to use.
These are normal folders. I've never found a use for them, but don't delete them either. There's an old saying, "They don't each much bread." Which is to say, the folders take almost no space and aren't hurting anything. And, who knows, maybe some day you'll ask the system to do something and whoever developed the app will assume the folders are available.

I think @NorthEast hit it right on the money (assuming translate actually means translated based on the languages the Op has setup during install).

Perhaps I misunderstand the question. Frankly, I'm mostly keying off the thread title. @qoozh, please elaborate on the problem. What is happening that you think shouldn't. Or not happening that you thing should.

@qoozh - If you don't want to have any (or some) of the directories created, simply comment the ones you don't want to be created, out. For the others that are already created, simply delete them.
